QUALITY ASSURANCE PLAN

 

Introduction

“Setting Peer Review Instruments and Goals for Medical (Health) Education (SPRING)” project is aimed at enhancing the quality of medical/health education in two regions (Eastern Partnership and Central Asia), 5 countries (Georgia, Moldova, Belarus, Kazakhstan, Tajikistan) and 12 universities by developing competencies and experience of mutual peer review.

 

Objectives

The project will establish a two tier system for monitoring and evaluation (M&E): internal M&E to be conducted by the M&E team from the program country institutions (1 expert from each institution) and external evaluation to be conducted by an independent entity. For the latter task the project will hire an independent evaluation company, which will evaluate how and in what extent the project met its general aim, as well as outputs and outcomes outlined in the Log Frame. The project will allocate a reasonable amount of money for executing the external evaluation.

 

Internal M&E will be conducted throughout the project’s course by checking outcome and process (output) indicators. MU-Sofia and LUHS will assemble the M&U team. All quarterly and annual reports will be available to the M&E team, so that they measure project’s progress on a continuous basis. By the end of each project year, the M&E team will visit project’s central office at BAU IUB for the purpose of obtaining documentary evidence of conducted activities and evaluating the quality and consistence of the evidence.

 

The M&E team will evaluate project’s progress against 7 outcome and 23 output indicators. The M&E will collect both numerical and qualitative information.

 

By the end of each year the M&E team will produce an M&E annual report, which eventually will be discussed and approved by MPRB. Based on the findings of the report, MPRB will elaborate a set of recommendations on improving the concerned aspects of the project.

 

Besides this systematic approach, once in a year the external evaluation company will join a randomly selected project event in one of the program or partner countries aimed at observing in what extent the actual project activities are aligned with the activity description stipulated in the project proposal. The external evaluation company will collect the project-related documents and analyze them close to the end of the project and produce a report.

 

The MPRB will critically evaluate the findings of external evaluation and compare them to the analysis presented by the internal M&E team.

 

Tasks

  1. Systematic collection and review of project’s quarterly and annual reports;
  2. Annual field missions of the internal M&E team to the project’s head office at BAU IUB and releasing an annual M&E report;
  3. Hiring an external evaluation company.
